Problem

Gloucestershire Constabulary was mid-flight on a major digital transformation programme, migrating from its legacy UNIFI records management system to NICHE RMS with a fixed go-live date of February 2026. The programme also required the integration of NICHE with STORM Command & Control and Pronto, adding significant technical complexity to an already demanding delivery timeline.

With infrastructure build and configuration already underway, the programme faced a number of critical challenges:

  • Complex data migration and reporting dependencies, including existing reports and extracts
  • Multiple interfaces requiring low-level technical design and secure implementation
  • The need to rapidly mobilise specialist resource without disrupting in-flight workstreams
